he City of Capitals is a multifunctional complex under construction, including two skyscrapers, located on plot 9 in the International Business Center Moscow City in Moscow. The City of Capitals, symbolizing Moscow and St. Petersburg, will be completed in 2009. When complete the building will be taller than Naberezhnaya Tower and the tallest building in Europe with a height of over 274 metres.
