I'm against Noynoy Aquino (I voted for Manny Villar, a president candidate during the elections). However, that reason alone is not valid for him to be included in the worst world leaders.
1. Where is President Marcos here? Hundreds of Filipinos has been killed or reported missing during his administration. He absorbed private ABS-CBN (television company) and Meralco (electricity company), and caused graft and corruption.
2. Where's President Joseph Estrada? He was the first president to be impeached due to gambling and other accusations.
