If you come across a stray, memorize descriptive characteristics. You want to be able to notice whatever you can so ,if necessary, he can be found again for possible testing if he bites.

Never pet a dog without asking the owner's permission first. Report Abuse
And, if the owner says no, don't push the issue. The owner knows its dog better than you ever could. It always amazes me when someone asks if they can pet my dog, I say no, and then they bend down to pet it.
