She definitely is an amazing talent in the lyrics and music department. For raw vocal talent I wouldn't rank her too high. She's a good singer, but not an amazing take your breath away singer vocally.

A veteran of New York's anti-folk scene, songwriter Regina Spektor makes quirky, highly eclectic, but always personal music.
During her studies, she was exposed to blues and jazz artists, including Billie Holiday. These sounds made such an impact on Spektor that they became a big part of her self-released 2001 debut album, 11:11. At the same time, she was also playing gigs anywhere she could in the city, in venues ranging from basements to parties to comedy clubs. On the strength of her frequent performances and another self-released album, 2002's Songs, Spektor developed a following that included Alan Bezozi, They Might Be Giants' drummer. He introduced Spektor to the Strokes' producer, Gordon Raphael, and both worked with Spektor on her third album, Soviet Kitsch, in both New York and London (where she collaborated with the band Kill Kenada). Soviet Kitsch was initially self-released like her other work, but it eventually found a wider release with Sire Records.
Tours with the Strokes, Kings of Leon, Mates of State, and the Moldy Peaches' Kimya Dawson further raised Spektor's profile. She also toured the U.K., where the success of "Us" as a European single led to the release of the CD/DVD retrospective Mary Ann Meets the Gravediggers and Other Short Stories early in 2006. That summer, Begin to Hope, her first album of original material for Sire, arrived. Begin to Hope enjoyed popularity on both sides of the Atlantic and went gold in America, where it also cracked the Top 20. After taking several years to tour and compose new material, Spektor returned in 2009 with Far.

Googoosh is a famous Iranian singer / acter . Started performing in the early 60's. Because of political change in 1979 in Iran she was not able to perform for 20 years.
In 2000 she went to USA and started singing again. She has a beautiful voice and sings with lost of emotion and love for her people.
Allthough most western people are not used to the arabic style of her songs, I think she should be in the top 20 of this list.

Wonderful singer/songwriter. She toured with Peter Gabriel on his Secret World Live tour and did a wonderful job with songs originally sung by Kate Bush, and Sinead O'Conner, making them her own. I know her "Where have all the Cowboy's gone?" song became highly overplayed, as did the song they used for Dawson's Creek, but listen to her voice. It is incredible, powerful, and sultry.

Incredible 13 year old opera/crossover singer who appeared fleetingly on Britain's got talent. This little girl has incredibe tone, range and volume and has the potential to go a long way even though she has not yet been signed. When she eventually becomes main stream she will storm to the top. Her youtube rendition of Bring me to life demonstrates her ability to produce notes that reach another stratosphere. Truly sublime.

Unheard of, but an amazing voice - like mixing Janis Joplin with Melissa Etheridge but BETTER. So much heart and soul into her performances. Albums do not do her justice. See her live if she comes home from Europe where they have discovered her and love her.

It appears as though Michelle has actually moved up two places since you unfairly criticised her. Actually, she is an extraordinarily talented singer, and as a bonus, her songwriting skills are even more incredible! I do agree with your assessment that Aretha Franklin and Whitney Houston are both unbelievably talented singers, however, the fact that Dean Martin and someone named "Grammy Awards" are on this "Top FEMALE Singers of the 20th Century List", I don't think the criteria used to limit the list are all that stringent.

Tanita Tikaram (born 12 August 1969, Münster, Germany) is a British pop/folk singer-songwriter, best known for the hits "Twist in My Sobriety" and "Good Tradition" from her 1988 debut album, Ancient Heart.[1]
Tanita Tikaram started singing in nightclubs while she was still a teenager, and got the attention of WEA Records. Her debut album Ancient Heart, produced by Rod Argent and Peter Van Hooke, was released in September 1988 when she was 19 years old.[1] It became an international hit and led to a world tour. The singles "Good Tradition" and "Twist In My Sobriety" were top 10 hits in Europe. "Twist in My Sobriety" was accompanied by an award-winning sepia colored video, set in a rural village in the Bolivian Altiplano, and directed by Gerard de Thame.
Her second album, The Sweet Keeper was released in 1990 and while it was a Top 10 hit in the UK Albums Chart, it was less successful than her debut. Everybody's Angel followed in 1991, with Jennifer Warnes providing vocals on two tracks, including the lead single "Only The Ones We Love". In this album Tikaram also co-produced for the first time.
1992 saw the release of Eleven Kinds Of Loneliness. In this album she ceased collaborating with Argent and Van Hooke, and produced the album herself. It was her worst seller yet, not charting in the UK.[1]
In 1995, she released Lovers in the City, which she co-produced with Thomas Newman. In 1996 she terminated her contract with WEA with the release of a best of compilation. Signed to Mother Records, in 1998 she released The Cappuccino Songs, which was produced by Marco Sabiu. One of the singles off the album, "I Don't Wanna Lose At Love", was remixed by the Asian Dub Foundation. She then retired from the music scene for several years.
In 2005, Tikaram released her latest album, Sentimental. The album, which features two collaborations with Nick Lowe, was released on the French label, Naïve Records.

Her La Vie en rose album was inspiring, and I always take it on holiday for those candle-lit poolside evening drinks.

Hers is one-in-a-lifetime voice, unbelievably powerful and charged with inhuman energy. There was an incident at one of Sopot music festivals when she entered the stage as a guest to sing one or two songs, and the audience didn't let her go for two hours! When she sings it makes blood freeze in your veins, it's an almost religious feeling. It's not easy to get her records these days, which is a great loss.
