Payton lost the Heisman only because this was the best legitimate chance that a defensive player had of winning the Heisman.
That, in my opinion, is a poor excuse to deny Manning the Heisman Trophy.

Certainly he should have also won it his Freshman year(1980); voters gave it to a Senior, George Rogers, because it wasn't customary to award a Freshman, back then. #Herschel: the most dominant RB ever! 3 years, many records.
