One can meet in great numbers the Romanian programmers in the US, coding for Microsoft and the like. So, when counting USA one must have in mind the massive export of grey matter from Romania and Eastern Europe.

I've been working with Indian programmers for 10 years. They really suck - no quality to speak of, the only reason businesses use them is the cost. Indian developers are dirt cheap, in the short term it might look good in companies' financials, but in the long time businesses move away from them.

In my entire career I met on programmer that I still remember... Yuri could write machine language of the top of his head, the guy could debug memory buffers like I can drink coffee. Yes russians do have amazingly good programmers same as romanians they do have attitude issues nevertheless I'd rather work with smart people with attitude issues than with the ones that are humble but less knowledgeable.
