Maybe they should be separated on the list, but in all honesty, most people know them collectively as Woodward and Bernstein anyway. Possibly the best known of any American muckrakers.

Keith earns a top spot for his relentless vitriol. He may not come across as the most courageous of muckrakers, but he definitely deserves a mention for being the most disdainful towards the people he criticizes.
