Jack might be the main character but that doesn't garentee him a top spot. Jack is a great character with the rebel side of him always shown.

Audrey works well with everyone and is very hard working her love for Jack is put to the test after he sacrifices her husband Paul.

In my opinion Chloe is the best charcter and therefore deserves the top spot. Chloe may not have always been a great character but most of her career she did everthing she could to help Jack and anyone for that matter who needed the help she could provide for them. Mary Lynn Rajskub played this amazing and iconic TV character very well.

Obviously the best President in the whole tv series David always made the right decisions with a little bit of help.

Tony isn't the best character but he is played very well by Carlos Bernard who makes Tonys personality very believable. (Easily irritated)
